I came accoss this error today when trying to connect to our sandbox 2011 server. The pluginregistration tool built successfully from the SDK, however any attempt to connect with the server failed with this error.
Bit of googling explained that this was missing the Windows Identification Foundation extension on my machine. Which makes sense seeing that 2011 uses that as a type of authentication.
Downloading this solved the issue!
